A bill is a proposal for a new law or a change to an existing law. It can originate with a member of the House or Senate during his or her election campaign, from a citizen group petitioning Congress for a new law, or from the executive branch. Bills are usually assigned to committees for further study, which results in a bill report. A bill report provides a clear explanation of the purpose and scope of the bill and the reasons for its recommended approval or disapproval. A committee report also sets forth precisely what changes are proposed in existing laws and contains the text of any laws that will be repealed.
