COMMITTEE REPORT
When a bill is passed by a House or Senate committee, the committee staff writes a committee report that details the purpose and scope of the legislation. This document is used by the courts and the public as a source of information about the bill’s purposes, meaning, and effect. In addition, committee reports indicate any changes to existing laws that are proposed in the legislation and explain those changes. A committee report is the single most important piece of the legislative history of a bill. A complete and accurate committee report can be the difference between a bill that passes or fails in the legislature.
